Thematic Network for Safety Assessment of Waterborne Transport
THEMES was a Thematic Network (TN) funded by the European Community under the 5th Framework Programme for Research, Technological Development and Demonstration. The network was founded on the basis of work carried out in previous concerted actions and EU-funded projects. Therefore, the results from Concerted Action on Formal Safety and Environmental Assessment (CA-FSEA), BERTRANC (Concerted action on casualty analysis) and CASMET were of special importance. The overall goal of THEMES was to improve industrial safety and environmental protection in shipping, through support to and development of a pro-active safety culture. Therefore, the project objective was to enable the overall goal with regard to shipping safety and marine environmental protection to be achieved by initiating and effectively managing a programme of work aimed at establishing a common knowledge base and a comprehensive framework of safety assessment and safety management for waterborne transport.
The work in THEMES was organised into 7 work packages and three integrative studies

- WP III: CHIRP, Voyage data recorder, Accident data
- WP IV: Human aspects
- WP V: Safety and environmental assessment methods
- WP VI: Safety Management WP VII: Network Management
PARTNERS
Bureau Veritas (BV), Det Norske Veritas (DNV), D'Appolonia
(DAP) and
SSPA Maritime Consulting (SSPA) formed the Consortium. BV and DNV
shared the secretariat function. The remaining companies were members
of the Thematic Network. Some of the members had an extended role in
the network as task leaders. The responsible contractor assisted by
task leaders in execution of the work package, as indicated in the work
package descriptions. In addition to the members listed below, new
members and experts were invited to the network. The network also aimed
at involving national administrations.
